Retain existing funding levels for the Acequia and Community Ditch Fund (ACDF) at the NM Department of Agriculture. The ACDF supports acequias with legal defense in water right adjudications.
Retain existing funding levels for the Acequia and Community Ditch Education Program at the Local Government Division of DFA. This program supports acequia outreach and education on topics such as water rights, acequia governance, bylaws, budget/audit compliance, Open Meetings Act compliance, among many others.
Retain existing funding levels for the Acequia Program at the Interstate Stream Commission in the amount of $1.9 million.
Protect the long-term solvency of the Irrigation Works Construction Fund by transitioning funding for the Office of the State Engineer and Interstate Stream Commission toward the General Fund and away from use of the IWCF.
Water Leasing. NMAA is supporting legislation proposed by one of our member associations, the Upper Hondo Water Users Association, in amending the water leasing statute to clarify that an applicant for a water lease would only be granted a permit to use water after statutory procedures for the filing of protests, including the administrative hearing process and opportunity for appeal, are followed.
Agricultural Land Valuation. NMAA is supporting legislation backed by our member associations, including the Taos Valley Acequia Association, to ensure that in the special method of valuation for agricultural land include consideration of drought when determining eligibility for taxation as agricultural land.
